Victorian Local Governance Association (VLGA)

Social Change Projects (SCP) has worked with the Victorian Local Governance Association (VLGA) to strengthen its communications, advocacy and public voice as a peak body supporting councillors and councils across Victoria. SCP provided strategic advice and hands‑on support to help VLGA clarify its role, sharpen its messaging and build internal capacity around media, stakeholder engagement and advocacy. This included reviewing and updating communications strategies and procedures, supporting the development of clearer engagement plans, and helping VLGA better articulate its value to members, policymakers and the broader local government sector. SCP has also supported VLGA with responsive and proactive media and public commentary, particularly during periods of heightened scrutiny of local government. This work included drafting and advising on media statements, responses to journalist enquiries, and broader narrative framing around governance, integrity and councillor leadership. SCP helped VLGA engage confidently with state and national media, ensuring its contributions were timely, credible and aligned with its strategic priorities while protecting the organisation’s independence and reputation. In addition, SCP has partnered with VLGA on longer‑term strategic initiatives aimed at strengthening governance and sector knowledge. This has included support for research and consultation projects such as the Councillor Census, planning and promotion of professional development and leadership activities, and communications around the launch of VLGA’s strategic plan. Through this work, SCP has helped VLGA translate research, policy and governance expertise into accessible communications that support councillors, inform public debate and contribute to healthier local democracy across Victoria.
